There is a 100% - 3% per civilization that is alive chance that each Angel will be granted to the Mercurians player (assuming that the Mercurians player is in play) when any of the following happen:
- A unit with The Order, Runes of Kilmorph, or is owned by the Mercurians that was alive dies grants up to 1 Angel.
 - A Good city being Razed grants up 1/2 the City's population in Angels.
 - A Neutral City being razed grants up to 1 + 1/4 of the city's population in Angels.
 
Note that a new Angel will appear in a random city. If this player has no cities, it appears at the position of a random unit.
