Strategy:
This unit is a Demonic variant of the one it replaces. The most major difference is that a Hell hound can't carry a Raven.
With their animal bonus hell hounds can kill most animals. Promoted with Combat I and then Subdue Animal, they can provide you with animals for your Carnival. Upgrading your hell hound's movement with the Mobility I and Mobility II are also good options, as he will also be able to protect your empire from goblins. Combat III and then Sentry is viable option for exploration as well.
Try to keep your hell hounds alive and later upgrade them to Shadows - with Mobility I and Sentry they are really useful.
